«À l’échelle mondiale, des millions de personnes vulnérables connaissent la faim et une pauvreté grandissantes en raison des sécheresses et des inondations comme conséquence d’un phénomène climatique: El Niño.  Ce phénomène n’est pas un événement météorologique isolé, mais un motif climatique qui se produit tous les deux à sept ans et dure 9-12 mois. Selon le projet REDD+PAC qui cherche à identifier les projet REDD+ efficients, la déforestation passée dans le Bassin du Congo «a été principalement menée par la collecte de bois de chauffe pour la cuisson et l'agriculture de subsistance.  L'agriculture itinérante est très répandue et résulte dans des paysages en mosaïque où les forêts à différents stades de croissance secondaire dominent.  Toutefois, cette situation qui se caractérise historiquement par de faibles taux de déforestation est sans doute susceptible de changer à cause des pressions croissantes de différents acteurs, y compris le développement d'infrastructures routières, de l'agro-industrie, du pétrole et de l'extraction minière, des exportations de bois, et de la croissance de la population.»
